Members Present: Edward Aschley (4 meetings 2014), Mike Brandl (7 meetings 2014),
    Duane Cerra (8 meetings 2014), Edward Conway (8 meetings 2014), Judy Conway ( 5 meetings 2014), Robert Dugan (8 meetings 2014), Al Wirtz ( 8 meetings 2014), and Rose Wirtz ( 7 meetings 2014).

Members Not Present:
Visitors: Solicitor Smith, Jim Culler(Michael Baker, Jr.), Barb O’Barto, John Scanlon( Schaeffer’s Mfg.), Vito Pilosi(ECWSA).

Meeting was called to order by Edward Conway, President at 7:00 pm and a roll call was done.
The Pledge of allegiance was recited.  Everyone was reminded that the meeting was being recorded.
Meeting minutes for the previous meeting were reviewed and changes, if any, were noted.
Motion to accept the minutes: Rose Wirtz.  Second: Duane Cerra.
A vote was taken and the motion carried.

Bills paid after last meeting and bills to be paid.
Rose Wirtz made the motion to accept the bills paid after last meeting and the bills to be paid. Second: Judy Conway.  A vote was taken and the motion carried.
Revenues from previous month. Judy Conway made the motion to accept the revenues. Second: Rose Wirtz.
A vote was taken and the motion carried.

Borough foreman’s report:
1.Robert Feil said the bracket fell off the mower deck again.  Rose Wirtz suggested he buy more than one this time.
2.Robert also told council the salt spreader needs serviced because the chain won’t move.  Rose Wirtz made a motion to that the salt spreader for service.  Second: Judy Conway.  A vote was taken and the motion carried.  Ed Conway told council there is money in the equipment fund to cover it.
3.Robert told council his is a most complete with the leveling of the salt bin.  He has purchased 72 bags of concrete and lumber to strengthen the walls.  Ed is going to see if Callery can purchase salt early at the old rate.  He also told council that there is $16, 000 in the fire hydrant fund that can only be used for fire hydrants, so he would like to move the fire hydrant mileage to the general fund for the next 3 years.  It will take that long to deplete what is in there and then start to collect it again in 3 years.  Rose Wirtz made a motion to move the mileage from the fire hydrant fund to the general fund for the next 3 years.  Second: Judy Conway.  A vote was taken and the motion carried.  Ed said the borough will be running close for the rest of the year, so we need to watch what is being spent.
4.Rose Wirtz asked what was being done about the storm drain in front of Hardt’s on Railroad Street.  Robert asked what you want to do because it is at least 8 feet deep.  It was suggested to find someone to clean it out.  Duane Cerra said that when Golden came to sweep the streets they tried to clean that out but could only get done about 4 feet because it was packed solid. Ed said the Dick Knapko was coming in to see him and he would ask him for some suggestions.
5.Rose Wirtz made the motion that if the borough can buy salt for $60 to $70 a ton to order it.  Second: Judy Conway.  A vote was taken and the motion carried.
Al Wirtz made a motion to accept the foreman's report. Second: Robert Dugan.

Committee Reports:
Police: Everyone received a copy of the police report.
1.The Chief told council that the machinery that was damaged on the O’Barto property is under investigation and being handled by Officer Berg.
2.There are some other issues that Officer Irvin is handling at this time.
Rose Wirtz made the motion to accept the police report. Second: Mike Brandl.
   A vote was taken and the motion carried.
Streets:
1.Ed Conway told council we got the bill for the double seal and it was more than the bid because they had to use more material than was quoted because it wasn’t measured correctly. We paid the bill, but Ed called Dick Knapko at PennDot because he is the one that did the measuring
2.Solicitor Smith is going to send Mr. Ober a letter about the pipe on Elgin because the Engineer said it is his problem.  If that pipe should collapse there would be a large hole in that road and the residents there won’t be able to get in or out.
Al Wirtz made the motion to accept the street report. Second: Duane Cerra.
                 A vote was taken and the motion carried.
Sewer:
1.A letter is going to be sent to Byrnes-Kiefer, Herr Voss, and Dealers Supply to notify them that the engineer would like to come into their facility to see how they are connected to the sewer.  Council is in the process of revising the rules and regulations for the sewer and it will be filed at the courthouse in Butler.
2.Rose Wirtz made a motion for the Solicitor to send Evans
City Water and Sewer Authority a letter stating we will only sit down and talk with them if it is to release us to go to Breakneck. Second: Judy Conway. A vote was taken and the motion carried unanimously.
Duane Cerra made a motion to accept the sewer report. Second: Robert Dugan.
           A vote was taken and the motion carried.
Zoning:  
1.The zoning officer has been in town to take care of abandon cars, Ronald Cahall’s permit, and to talk to Gardner’s about their picnic shelter.
Duane Cerra made a motion to accept the zoning report. Second: Judy Conway.
             A vote was taken and the motion carried.
Water:
1.The borough has received a letter from FEMA about the new flood plain map.
          Duane Cerra made a motion to accept the water report.  Second: Judy Conway.
         A vote was taken and the motion carried.
Correspondence:
1..

  A vote was taken and the motion carried.

  Old Business:
1.Rose Wirtz had the application for the Costar credit card fill out, but needs Alice to fill in some of the information and fax it.
2.Ed Conway told council that the borough treasurer move money from the tap in fund checking to the tap in fund money market. Also the money that had been borrowed from the tap in money market for the salt shed and the general fund was also paid back. The general fund also paid the fire hydrant fund all the taxes it was due.

Duane Cerra made a motion to accept the old business report. Second: Robert Dugan.
A vote was taken and the motion carried.

New Business:

1. There wasn’t any new business.

Public comment (if any):
1.Jim Culler from Mike Baker, Jr engineering, explained to council what he found when he went up to Elgin Lane to look at the pipe that goes under the road. State Pipe had tried to run a camera through the pipe, but only got part way because the camera got caught under water, but it did show that the pipe is rotting away.  If that pipe were to collapse the road would be gone and the residents could not get in or out.  He told the council his recommendations as to how to fix it, but the cost would very high ($50,000. To $75,000.00).  He suggested getting in touch with the owner of the property to see if we could come to some sort of agreement.
2.Barb O’Barto wanted to know what was going to be done about the vandalism of her contractor’s equipment. It cost the contractor $500 to fix his equipment.  Chief Watts told her that this was not the place to be discussing it because it is an ongoing investigation.  He told her he would step outside with her to talk about it.
3.John Scanlon wanted to introduce himself to the council and tell them about the products he handles.  It is oil and lubricant in bulk.  He was told that the borough isn’t big enough to buy in bulk.
4.Mr. Pilosi wanted to talk to council to see if there was a way to settle the problem between Evans City Water and Sewer Authority.  He said they gave council on the 14th of August an offer.  He was told that council can’t live with what they are offering.  Ed Conway said that Mr. Lope wanted to know if he spoke for council at the meeting and Ed told him “Yes” and Mr. Pilosi was told the same now. Mr. Pilosi said they are willing to hear any offers, but they will not let the borough go to Breakneck and that they have a connection at DEP.  DEP will not accept a 537 Plan from Callery Borough.  If there isn’t an offer from the borough then their lawyer will go to the Judge. Rose Wirtz made a motion that on reviewing ECWSA’s offer that the borough rejects it.  Second: Duane Cerra. A vote was taken and the motion carried. UNANIMOUSLY.

With no further business to discuss Judy Conway made a motion to adjourn. Second: Robert Dugan.
