Members Present: Duane Cerra ( 6 meetings 2013), Edward Conway (7 meetings 2013), Rose Wirtz (5 meetings 2013), Al Wirtz ( 7 meetings 2013), Robert Dugan ( 7 meetings 2013), Judy Conway ( 4 meetings 2013), Mike Brandl( 7 meetings 2013), and Edward Aschley ( 5 meetings 2013).

Members Not Present:

Visitors: Solicitor Smith, Wanda Balfour, Greg Herzog (Precision Concrete),& Charles E. Cahall.

Meeting was called to order by Duane Cerra, President at 7:00 pm and a roll call was done.
The Pledge of allegiance was recited.  Everyone was reminded that the meeting was being recorded.
Meeting minutes for the previous meeting were reviewed and changes, if any, were noted.
Motion to accept the minutes: Robert Dugan  Second: Rose Wirtz.
A vote was taken and the motion carried.

Bills paid after last meeting and bills to be paid.
Ed Conway asked council about moving money from the Tap in Fund to the Tap in Fund Money Market.  Rose Wirtz made the motion to transfer the money. Second: Robert Dugan
A vote was taken and the motion carried.
Robert Dugan made the motion to accept the bills paid after last meeting and the bills to be paid . Second: Rose Wirtz. A vote was taken and the motion carried.

Borough foreman’s report:
Robert Fiel asked Greg Herzog to speak to council about pouring a concrete pad for the salt bin.  Greg said he had talked to Frankenstein's in Zelienople and they told him a 6' thick pad would not crack because they do 4' pads and put the concrete block on them with no problem.
Ed Conway said the engineer said it should be built like a commercial building. Ed said he has looked at the budget and cannot find the money for a new building for the salt.
Robert does not want to restack the concrete blocks again for safety reasons.
There is brush that needs trimmed back on Main Street Ext.
Robert said a curb was destroyed on Main Street.  He said he was going to try and use the pieces that broke to fix it.
Al Wirtz motion to accept Foreman's report. 2nd: Robert Dugan.
A vote was taken and the motion carried.

Committee Reports:

Police: Everyone received a copy of the police report.
        1. Officer Kopas had an investigation and charges will be filed this week.
        2. The radio went down and could not be fixed, so a new one was purchased.
       3. Kline needs speed lines.
       4. Ed Aschley asked if would be possible to get a gift card for Officer Don Myers for all the help
          his is to the police department. Rose Wirtz made a motion to purchase a $50 gift card for him.
         Second: Al Wirtz. A vote was taken and the motion carried.
      5. Ed Aschley asked if council would consider hiring his son Nicholas part-time so he could keep
         his number with the state. It would only be a few shifts a month. He has 5 years experience.
         Rose Wirtz made the motion to hire Nicholas part-time based on need. Second: Ed Conway
         A vote was taken and the motion carried.
6. Alice Wahl told council about the generous gift from Mike Foley to the police and general fund.
  She will send him a thank you note for his kindness to the borough.

Bob Dugan made the motion to accept the police report. Second: Rose Wirtz.
   A vote was taken and the motion carried.

Sewer: 1. A bill was received from Evans City Water & Sewer Authority.  It was said that the borough
             does  not have an agreement with ECW&SA, so Alice was instructed to deposit that money
             in the escrow fund and write Evans City Council a letter stating that we do not have an
             agreement with ECW&SA.  We will pay Evans City Council should they bill the borough.
            Then money would  be transferred from the escrow account to pay them. Rose Wirtz made the motion                to put the money in escrow. Second: Al Wirtz.  A vote was taken and the motion carried.
       2. Rose Wirtz told council about the meeting with Mr. Shambaugh of AVS.  They will do the
           rate analysis for the sewer. Rose Wirtz made the motion to proceed with the analysis.
           Second: Al Wirtz.    A vote was taken and the motion carried.
      3.  Bob Dugan made the motion to move forward with the 537 plan. Second: Mike Brandl.
           A vote was taken and the motion carried.
      4. Mr. Cahall asked why Wesley Eckenrode is not paying a sewer bill for that empty house.
          Rose Wirtz asked the secretary if she knew and was told it was off the books when this
          secretary started working for the borough years ago.
           Mike Brandl made a motion to accept the sewer report. Second: Bob Dugan.
           A vote was taken and the motion carried.

Zoning: 1. Ed Conway said that the zoning officer had been in the borough to look at Wanda Balfour's
              property, the fence at McIntyre's, & the bricks that Herb Brown dump in the flood plain, that
              Mr. Cahall had been asking about.
          2. Mr. Cahall ask that something be done about the sidewalks, they are in terrible shape.  He said
              it is the responsibility of the residents of the residents to keep them up or they should be
              fined.  That is what the ordinance says.  Rose Wirtz instructed the secretary to send a letter
              to those residents.
        Rose Wirtz made a motion to accept the zoning report. Second: Bob Dugan.
             A vote was taken and the motion carried.

Water: 1. Rose is still waiting on information on meters.
            2. Ed Conway said he talked to Matthew Cranmer from the Water Authority, at Mr. Cahall's
                 request .  Matthew said they are looking into who is not tapped into the water and those
                 residents will have to tap in. 
       3. Mr. Cahall asked why Eckenrode does have that house tap into the water.  Ed Conway told him
          because when the water went in he told Ed he was going to tear it down, so Ed wrote a letter to the
          water authority for him telling them he was going to tear it down and he didn't have to tap. 
           Mr. Cahall said the Mr. Eckenrode told him he never said that.
           Al Wirtz made a motion to accept the water report.  Second: Bob Dugan.
          A vote was taken and the motion carried.

Correspondence:
               1. There is a meeting in Butler on Wednesday, August 14th about blighted properties.
                   Bob Dugan and Ed Conway will attend.

  Mike Brandl made the motion to accept the correspondence. 2nd: Bob Dugan
  A vote was taken and the motion carried.

  Old Business:        
                 1. Adams Township agreement for building code board of appeals.  It was tabled until
                    the solicitor could look at it.
                 2. Tax Resolutions for tax collectors: The school tax will be collected by Ronda Miller
                    of Forward Township and The county & borough will be collected by Diane Marburger,
                    Butler County Treasurer. Rose Wirtz made the motion to accept the resolutions.
                    Second: Bob Dugan
                 3. The secretary ask permission to purchase the Peachtree update for payroll.
                     Rose Wirtz made the motion to purchase the update. Second: Bob Dugan.
                      A vote was taken and the motion carried.

Mike Brandl made a motion to accept the old business report. Second: Bob Dugan.
A vote was taken and the motion carried.

New Business:
  1. Alice Wahl asked council for a raise.  She came back off of retirement to a real mess in the office,
     nothing was done as it should have been, and she is finding late payments.  It is going to take some
     time to get this all in order. She asked for $15 per hour. Ed Conway made the motion to give her
     a raise.  Second: Bob Dugan.            A vote was taken and the motion carried.

Public comment ( if any):

1. Charles Cahall said he received another sewer bill for his house on Kline Avenue.  He doesn't feel
he should have to pay a sewer bill for an empty house.  It was explained to him that even the
empty properties in Callery are paying the bill. He said that council will have to take him to the
magistrate then to collect. He questioned another residence that isn't paying and was told it
was being look into.
Mr. Cahall had other questions that were answered during the department reports.

2. Wanda Balfour told council about the Hershey property.  Ed Conway told her that the zoning
   officer was here to look at it and will be sending Ms. Hershey a letter.

With no further business to discuss Bob Dugan made a motion to adjourn. Second: Mike Brandl
A vote was taken and the motion carried.
The meeting concluded at 9:13 pm.
