Members Present: Edward Aschley (1 meetings 2014), Mike Brandl( 2 meetings 2014),
    Duane Cerra (2 meetings 2014), Edward Conway (2 meetings 2014), Judy Conway ( 2 meetings 2014), Robert Dugan ( 2 meetings 2014), Al Wirtz ( 2 meetings 2014), and Rose Wirtz ( 1 meetings 2014).

Members Not Present:
Visitors: Solicitor Smith and Charles Cahall.

Meeting was called to order by Edward Conway, President at 7:00 pm and a roll call was done.
The Pledge of allegiance was recited.  Everyone was reminded that the meeting was being recorded.
Meeting minutes for the previous meeting were reviewed and changes, if any, were noted.
Motion to accept the minutes: Mike Brandl  Second: Rose Wirtz.
A vote was taken and the motion carried.

Bills paid after last meeting and bills to be paid.
Duane Cerra made the motion to accept the bills paid after last meeting and the bills to be paid . Second: Al Wirtz. A vote was taken and the motion carried.
Revenues from previous month. Rose Wirtz made the motion to accept the revenues. Second: Robert Dugan.
A vote was taken and the motion carried.

Borough foreman’s report:
1. Drain in front of the Wirtz's needs repaired.
2. The salt spreader needs a gas cap.  The other was lost.
3.Robert Feil said he would like to move the heater from the police garage to the work bay.
  The Chief said it was fine with him because all they need is a space heater when they clean equipment.
   Duane Cerra made the motion to move the heater. Second: Al Wirtz.
   A vote was taken and the motion carried.
4. Duane Cerra said he had a space heater he would donate to the garage.
   Duane Cerra motion to accept Foreman's report. 2nd: Al Wirtz.
5. The borough has now received the 3rd load of salt for the year.
6. The state took a look at the Nathan Beers property.  Mr. Hartzell said to fill the trench that was
   created. He suggested that Mr. Beers put a pipe at the end of his driveway to divert the water
   away from his property.
5. The council received anonymous letter from a resident about the roads. Council normally doesn't
   address such letters, but Rose Wirtz said that our crew has been working very hard to keep up with
   the roads.  Now that Jeff Lollo has a full time job he is not here to plow as in the past. All of the crew
   has full time jobs.
6. Alice Wahl told council that the check from the cable franchise agreement. She suggested using
  the money to pay some of the money back that was borrowed for the salt shed from the Tap in
  Money Market fund. She was concerned with the funds in the general account paying back the larger
  portion was going to drain the fund because of the salt that the borough has had to purchase this year.
  Rose Wirtz made the motion to use the money to pay back the tap in money market account.
  Second: Duane Cerra. A vote was taken and the motion carried.
Al Wirtz made a motion to accept the foreman's report. Second: Robert Dugan.
A vote was taken and the motion carried.

Committee Reports:

Police: Everyone received a copy of the police report.
       1. Chief Watts has been working on getting a new computer and finding someone that can transfer
            all the sensitive data from one to the other.
       2. Chief Watts requested that the police committee has a meeting.  He will notify them with
           a date & time.
           Rose Wirtz made the motion to accept the police report. Second: Judy Conway.
   A vote was taken and the motion carried.
Streets: 1.  Duane Cerra will call Golden to set an appointment for April to sweep streets.
          Al Wirtz made the motion to accept the street report. Second : Judy Conway.
           A vote was taken and the motion carried.
Sewer: 1. Solicitor Smith said that the borough was to pay ECWSA $6,000 a month until case is settled,
              so the difference would go to the escrow account.
          2. Charles Cahall asked how ECWSA could charge Callery more than their residents.  The Solicitor
              explained to Mr. Cahall that if we don't have that money put away and the borough loses the
               case then the money has to be there to write the check.
       Judy Conway made a motion to accept the sewer report. Second: Robert Dugan.
           A vote was taken and the motion carried.
Zoning: 1. Herr Voss is putting a sign put on the Beers property on Mars- Evans City Road.
              Patrick Gauselmann, zoning officer, has checked everything out and issued a permit.
           Judy Conway made a motion to accept the zoning report. Second: Duane Cerra
             A vote was taken and the motion carried.
Water: 1. Council needs to go over the water ordinance and get everyone that isn't connected hooked
             up. Council also needs to go over the rules that we got from Breakneck to see how to
             make them into rules for the borough.
     Al Wirtz made a motion to accept the water report.  Second: Robert Dugan.
          A vote was taken and the motion carried.
Correspondence:
               1. No Correspondence
  Rose Wirtz made the motion to accept the correspondence. 2nd: Bob Dugan
  A vote was taken and the motion carried.

  Old Business:                    
1. Ed Conway told Council after looking at the laptop, that was purchased for the tax collector,
    he does not want it. It is too complicated for him.  The borough is looking for offers on it.
    It was never used.  Mike Brandl said he thought he might know someone who would want
    it.
Judy Conway  made a motion to accept the old business report. Second: Rose Wirtz.
A vote was taken and the motion carried.

New Business:

1. Alice Wahl brought up the water cooler. It has quit working. she would like to purchase another one.
  Mike Brandl said he had one he would donate to the borough.

2. Ed Conway brought up the condition of the floors. They need stripped and waxed. He would
  like to have a professional come in and do it. Rose Wirtz made a motion to get someone into
  to professional do the floors. Second: Judy Conway.   
     A vote was taken and the motion carried.


Duane Cerra  made a motion to accept the new business report. Second: Judy Conway.
A vote was taken and the motion carried.

Public comment ( if any):
Mr. Cahall said he feels he was being singled out because Wesley Eckenrode and James Rodgers are
not paying the maintenance fee.  Solicitor Smith explained the sewer agreement to Mr. Cahall.  Everyone
is going to have to pay the fee that is not using the sewer.  The only way to keep from paying the
fee would be to disconnect at the main and it would have to be inspected.

With no further business to discuss Duane Cerra made a motion to adjourn. Second: Judy Conway.
A vote was taken and the motion carried.
The meeting concluded at 8:20 pm.
