Members Present: Edward Aschley (1 meetings 2014), Mike Brandl( 1 meetings 2014),
    Duane Cerra (1 meetings 2014), Edward Conway (1 meetings 2014), Judy Conway ( 1 meetings 2014), Robert Dugan ( 1 meetings 2014), Al Wirtz ( 1 meetings 2014), and Rose Wirtz ( meetings 2014).

Members Not Present: Rose Wirtz.
Visitors: Solicitor Smith and John Reed.

Meeting was called to order by Edward Conway, President at 7:20 pm and a roll call was done.
The Pledge of allegiance was recited.  Everyone was reminded that the meeting was being recorded.
Meeting minutes for the previous meeting were reviewed and changes, if any, were noted.
Motion to accept the minutes: Al Wirtz  Second: Duane Cerra.
A vote was taken and the motion carried.

Bills paid after last meeting and bills to be paid.
Duane Cerra made the motion to accept the bills paid after last meeting and the bills to be paid . Second: Judy Conway. A vote was taken and the motion carried.
Revenues from previous month. Al Wirtz made the motion to accept the revenues. Second: Judy Conway.
A vote was taken and the motion carried.
Ed Conway explained to council that we need to borrow money for the Money Market to pay for the salt shed and have enough money to run the borough on until the taxes come in. About $23,000. Duane Cerra made the motion to borrow the money.  Second: Robert Dugan. A vote was taken and the motion carried.

Borough foreman’s report:
1. Duane Cerra has been assisting with the plowing of snow and Robert said he really appreciated his help.
2. Jeff Lollo has worked on the salt bin setting the blocks.
3. P&W will be back in the spring to finish the salt shed.
4. Al Wirtz asked about the plowing in the parking by his house.
5. Robert had a complaint from an owner on Cherry Lane because it wasn't salted.  Robert said they
   only plow the alleys because if it is salted it turns to mud.
6. Council received an application from a resident that would like to assist with the plowing, Zack Magill.
  Duane Cerra made the motion to hire Mr. Magill. Second: Robert Dugan.
  A vote was taken and the motion carried.
7. Alice Wahl asked what his wage should be? Judy Conway made the motion to pay him $10 per hour.
  Second: Duane Cerra.  A vote was taken and the motion carried.
8. Robert Feil asked if we couldn't send Mike Foley a letter of appreciation for helping in our time of
  need with plowing. Duane Cerra made the motion to get a gift card for $100. Second: Mike Brandl.
  A vote was taken and the motion carried.
9. Alice was told to send a Thank you to Adams Township for plowing Elgin Lane.
10. Robert asked about coating the blocks in the shed.  It would cost $45.00 for 5 gallon. Ed Conway
   will get more information on it.
11. Mrs. Beers was at the office to see what could be done with the property on Center Street
    where her son lives. Alice will call the state to get someone out here to look at it.  Robert
    isn't to do anything until then.
12. The old salt bin parts: Jim Wahl would like 3 pieces of the siding and the rest goes to anyone
     that would like it. Motion made by Mike Brandl. Second: Robert Dugan. A vote was taken and
     the motion carried.
13. The contractor P&W has sent the borough a bill for 75% of the job being done.  Duane Cerra
     made the motion to pay them the 75%.  Second: Robert Dugan.
14. Robert would like to have Mike Foley come and drill some holes for pipe in the new building.
15. Call Robert when the roads are bad not Dave.
   Duane Cerra motion to accept Foreman's report. 2nd: Al Wirtz.
A vote was taken and the motion carried.
Committee assignments:
Police - Rose Wirtz and Duane Cerra.
Streets - Mike Brandl and Duane Cerra.
Sewer - Rose and Al Wirtz.
Zoning - Robert Dugan and Judy Conway.
Water: Robert Dugan and Mike Brandl.

Committee Reports:

Police: Everyone received a copy of the police report.
       1. Dave asked that Robert is called about the roads instead of him.  Robert is here he can see
           what condition the roads are in better than Dave.
Judy Conway made the motion to accept the police report. Second: Al Wirtz .
   A vote was taken and the motion carried.
Sewer: 1. Solicitor Smith explained what went on at the meeting he had with the Judge and Evans City.
              The Judge said that Callery Borough had to pay ECWSA $36,000 by the 10th of January
              and  $6,000 a month until the suit is settled.
         2. Solicitor Smith explained the new sewer ordinance rates:
             Residential & Commercial - $100.41
   Herr-Voss - $602.46
             Byners & Kiefer - $1305.33
  Minimum Fee - $29.02.
      If a resident does not want to pay the minimum fee they have to disconnect from the system and
           it must be inspected to prove it is disconnected.
          After the public comment period Al Wirtz made the motion to adopt the New Sewer Ordinance Rates for 2014. Second: Mike Brandl. A vote was taken and the motion carried.
3. Council will hold a Public Meeting at the fire hall on January 18th @ 2 pm. 
  Duane Cerra made the motion to hold the public meeting. Second: Judy Conway.
  A vote was taken and the motion carried.
  Alice will send out postcards to all residents and businesses.
          Duane Cerra made a motion to accept the sewer report. Second: Judy Conway.
           A vote was taken and the motion carried.
Zoning: The council received a resume for a Zoning Officer.  Members of council interviewed him and felt he would meet our needs for zoning and enforcement.  Duane Cerra made the motion to hire
          Patrick Gauselmann as zoning and enforcement officer at the rate of $20 per hour.
          Second: Judy Conway.  A vote was taken and the motion carried.
           Judy Conway made a motion to accept the zoning report. Second: Robert Dugan
             A vote was taken and the motion carried.
Water: 1. No report.
                Robert Dugan made a motion to accept the water report.  Second: Duane Cerra.
          A vote was taken and the motion carried.
Correspondence:
               1. No Correspondence
  Rose Wirtz made the motion to accept the correspondence. 2nd: Bob Dugan
  A vote was taken and the motion carried.

  Old Business:                    

Duane Cerra made a motion to accept the old business report. Second: Judy Conway.
A vote was taken and the motion carried.

New Business:
  1. A discussion was held about the laptop that was purchased for the tax collector and never used.
     Ed Conway might be interested in purchasing it. Duane Cerra made the motion to sell the laptop
     for $600 to Ed Conway.  Second: Mike Brandl.
     A vote was taken and the motion carried.


Duane Cerra  made a motion to accept the old business report. Second: Judy Conway.
A vote was taken and the motion carried.

Public comment ( if any):

1. John Reed asked why his sewer bill was so high.  He was told because he is using his
  upstairs apartment. He thought because it was family and not a renter he didn't have to pay for it.
  He understood and council asked him if he would like to stay and listen to the sewer report because
  it might make things a little clearer for him.  He agreed.

With no further business to discuss Duane Cerra made a motion to adjourn. Second: Al Wirtz.
A vote was taken and the motion carried.
The meeting concluded at 9:30 pm.
