Members Present: Edward Aschley (3 meetings 2014), Mike Brandl (6 meetings 2014),
    Duane Cerra (7 meetings 2014), Edward Conway (7 meetings 2014), Judy Conway ( 4 meetings 2014), Robert Dugan (7 meetings 2014), Al Wirtz ( 7 meetings 2014), and Rose Wirtz ( 6 meetings 2014).

Members Not Present: Edward Aschley.
Visitors: Solicitor Smith, Ronald Cahall, Brian Hetzer, Hosanna Industries, Bob Goosen, Crestview Church, Cheryl Whitehouse, and Paul Whitehouse, Legislative assistance.

Meeting was called to order by Edward Conway, President at 7:00 pm and a roll call was done.
The Pledge of allegiance was recited.  Everyone was reminded that the meeting was being recorded.
Meeting minutes for the previous meeting were reviewed and changes, if any, were noted.
Motion to accept the minutes: Rose Wirtz.  Second: Duane Cerra.
A vote was taken and the motion carried.

Bills paid after last meeting and bills to be paid.
Al Wirtz made the motion to accept the bills paid after last meeting and the bills to be paid. Second: Robert Dugan. A vote was taken and the motion carried.
Revenues from previous month. Rose Wirtz made the motion to accept the revenues. Second: Duane Cerra.
A vote was taken and the motion carried.

Borough foreman’s report:
1.Robert Feil reported that the catch basins on Kline Avenue need cleaned out.  Council needs to hire someone that can get down in them far enough to get them clean.
2.Robert said that Mrs. McAlpine had called and said that catch basin was broken near her home and would like someone to look at it before someone gets hurt.  Robert and Chief Watts looked at it and it needs a new top on it.  Rose Wirtz made a motion to purchase a top and get it repaired. Second: Robert Dugan.  A vote was taken and the motion carried.
3.The catch basin behind the fire hall is repaired as well as a top was upon the catch basin in front of the Wirtz residence.
4.Robert said he hasn’t gotten over to Nathan Beers property.  He doesn’t even know if Nathan bought the pipe for his driveway.
5.Robert said that Mike Gates is mowing the grass.
Al Wirtz made a motion to accept the foreman's report. Second: Robert Dugan.
A vote was taken and the motion carried.

Committee Reports:
Police: Everyone received a copy of the police report.
1.Chief Watts said that he has completed the right to know request from Mr. Cahall.
2.The lines were painted on the street.
3.Adams Township radar trailer will be installed on Kline Avenue for the next 2 weeks.
4.The chief said with the severe storms there were down trees and a transformer fire that the department handled.
5.The chief had contacted Cranberry Police to see if they would donate a couple of their old radios to the borough, because they were getting all new ones, but was told they were promised elsewhere.
6.The chief said he had to replace the battery in the AED machine.
7.He presented council with an application for a Fleet Service card through Costars.  Rose said she would handle it.
8.Ed Aschley said he wanted it on recorded that he is tired of borough tax money being wasted on 141 page of right to know information just because the resident can request it. It takes time for the Chief and the Secretary to collect all this information when they have other pressing things that need down.
           Duane Cerra made the motion to accept the police report. Second: Robert Dugan.
   A vote was taken and the motion carried.
Streets:
1.Ed Conway told council that the engineer would like the pipes that go under Elgin Lane to be camera.  He said the money can come from the $1,000 that was donated by Mike Foley to the general fund.  State Pipe quoted a cost of $800 to $900 to do it.
2.Railroad Street and Elgin Lane be double sealed by Russell Standard.
3.The bids were as follows:
a.Russell Standard @ $20,755.58
b.Suit-Kote @ $21,896.78
c.Voelker Paving @ $23,220.25.
d.Rose Wirtz made the motion to award the bid to Russell Standard. Second: Robert Dugan.  A vote was taken and the motion carried.
4.It was discussed to contact Russell Standard as to what it would cost to repair the sides of Main Street Extension from Kline Avenue to the James property because it is breaking up.  The Act 13 money could be used to do some of the sealing.   A motion was made by Rose Wirtz to get a quote from Russell Standard. Second: Al Wirtz.  A e was taken and motion carried.

                 A vote was taken and the motion carried.
Sewer:
1.There is a meeting scheduled with Evans City on Tuesday, July 15th @ 6:30 pm for anyone that would like to attend.
2.Dan Gonz from Gannett Fleming is going to work with council to review the sewer ordinance.  It will make a provision that he can go into the businesses to check their sewage system.
He gave council a proposal $800 for an evaluation.  Robert Dugan made the motion to accept the proposal. Second: Rose Wirtz.  A vote was taken and the motion carried.
          Al Wirtz made a motion to accept the sewer report. Second: Duane Cerra.
           A vote was taken and the motion carried.
Zoning:  
1.Ed Conway told council that Mike Foley’s plans are at PCS.
2.Also that Barb O’Barto has all her permits.
3.Rose Wirtz asked why she hasn’t seen a report or a paycheck for Patrick Gauselmann.  She would like to see a monthly report.  He should also be turning is hours every two weeks.    
Al Wirtz made a motion to accept the zoning report. Second: Robert Dugan
             A vote was taken and the motion carried.
Water:
1.Duane Cerra made the motion to accept Resolution # 2014 – 1 which is a resolution with Municipal Water Service to shut off water to residents that are in the rears with their sewage.
Second: Robert Dugan.  A vote was taken and the motion carried.
2.This means the borough notifies the resident that in 3 days their water will be shut off for nonpayment, the water authority and a member from the council will go to the residence on the 3rd day and disconnect the water.  Then the health department is notified because that makes the house unlivable so they will have to pay the bill, pay for the disconnect and pay to be reconnected, or move.

   Duane Cerra made a motion to accept the water report.  Second: Robert Dugan...
         A vote was taken and the motion carried.
Correspondence:
1.Ed Conway presented council with a service agreement for the furnace and air condition.  For $199 with Nine Brothers. Rose Wirtz made the motion to purchase the agreement.  Second: Duane Cerra. A vote was taken and the motion carried.

  A vote was taken and the motion carried.

  Old Business:

Duane Cerra made a motion to accept the old business report. Second: Robert Dugan.
A vote was taken and the motion carried.

New Business:

1. There wasn’t any new business.
Duane Cerra made a motion to accept the new business report. Second: Robert Dugan.
A vote was taken and the motion carried.

Public comment (if any):
1.Mr. Cahall had a permit to submit to the zoning officer, which he was hoping would be at the meeting because he had some questions.  He gave the application to the secretary to give to the officer and have him call Mr. Cahall.
2.Paul and Sherri Whitehouse attended the meeting on behalf of Representative Medcalfe.
3.Pastor Bob from Crestview Church and Brian Hetzer from Hosanna Industries attended the meeting to ask what permits and assistance could be gotten to help repair a home in the borough. They want to either repair or replace the home. The solicitor, John Nath of PCS, and the borough zoning officer offered to donate their time to assist them.  They were told to contact John Nath to see which would be the best way to go.

With no further business to discuss Duane Cerra made a motion to adjourn. Second: Robert Dugan.
A vote was taken and the motion carried.
The meeting concluded at 9:15 pm.
