Members Present: Edward Aschley (2 meetings 2014), Mike Brandl (6 meetings 2014),
    Duane Cerra (6 meetings 2014), Edward Conway (6 meetings 2014), Judy Conway ( 4 meetings 2014), Robert Dugan ( 6 meetings 2014), Al Wirtz ( 6 meetings 2014), and Rose Wirtz ( 5 meetings 2014).

Visitors: Solicitor Smith, Charles E. Cahall, Mike Foley, and Terry Beers.

Meeting was called to order by Edward Conway, President at 7:00 pm and a roll call was done.
The Pledge of allegiance was recited.  Everyone was reminded that the meeting was being recorded.
Meeting minutes for the previous meeting were reviewed and changes, if any, were noted.
Motion to accept the minutes: Rose Wirtz.  Second: Robert Dugan.
A vote was taken and the motion carried.

Bills paid after last meeting and bills to be paid.
Rose Wirtz made the motion to accept the bills paid after last meeting and the bills to be paid. Second: Duane Cerra. A vote was taken and the motion carried.
Revenues from previous month. Rose Wirtz made the motion to accept the revenues. Second: Duane Cerra.
A vote was taken and the motion carried.

Borough foreman’s report:
1.Ed Conway reported that he, Robert, Chief Watts, and Robert Dugan started as far as possible in Mars to trace the water flow to Still Meadows. The Engineer took a look at the retention pond and said it was worthless.  The piping is wrong and doesn’t hold the water, it flows right out. He said to fix the pipe under the road on Elgin could cost as much as $50,000.00. He also said that Elgin belongs to the residents because it was never filed correctly in the Butler Courthouse.
     Ed said that he, Robert & Chief Watts would go check to see if the pipe is blocked that would
     hamper the water flow. Then he will get back to Council & the Engineer. He said it should have
     never   been done the way it was, but now it is this Council’s problem to try and fix it.
2.The County has been notified that the bridge on Center Street is deteriorating.
Al Wirtz made a motion to accept the foreman's report. Second: Robert Dugan...
A vote was taken and the motion carried.

Committee Reports:
Police: Everyone received a copy of the police report.
1.Chief Watts reported that Officer Matthew Irvin is doing very well.
2.Officer Kopas has been working on his off days, but will be leaving soon.
3.He also reported that he has filled some right to know request.
4.He painted the lines on the street for monitoring speeders.
5.He reported that Callery is on the list to get the electronic speed sign, but there is a long list.
6.On the police report you will see clearances, which mean that a crime was solved, but no one will step up to testify in court so no charges are filed.
7.There is a big problem in town that folks want things done, but they won’t step up to take it to court. We are wasting tax payer’s dollars to do the investigation only to have people back out.

   A vote was taken and the motion carried.
Streets:
1. Dick Knapko measured Railroad Street and Elgin Court and said the bids for double
             sealing should be around $20,000.
2.While he was in town he looked at the road in front of the pizza shop. Property owners called
     PennDot to see if the street could be repaired and were told there is any money to do the work. 
     Mr. Knapko is going to see what he can do to get it fixed.  He said it should be repaired and then
     might be given to the borough to care for it.
  
       Al Wirtz made the motion to accept the street report. Second: Rose Wirtz.
                 A vote was taken and the motion carried.
Sewer:
1.Ed, Solicitor, Rose & Al Wirtz met Evans City & their water & sewer authority. They told our council people that there will be a signification increase to their borough come January, which means Callery will get another raise in rates.  There is to be another meeting with them in July.  We want their best offer.
2.Ed Conway and Robert Dugan met with Municipal Water Authority of Adams Township to discuss the water shutoff agreement. We should have a sign one from them anytime.
3.Council is going to revise the sewer ordinance, for one thing to include that those on wells, without public water, will install meters on their wells.  Ed is going to meet with Dan Gonz from Gannett – Fleming to get started on it.  Council will take turns at working on it.
4.Council is planning a Town Meeting after the July meeting with Evans City.
           Rose Wirtz made a motion to accept the sewer report. Second: Judy Conway.
           A vote was taken and the motion carried.
Zoning: Patrick, the zoning officer, is working on about 4 projects right now.  There was a complaint about the grass at Bollman’s.
           Judy Conway made a motion to accept the zoning report. Second: Robert Dugan
             A vote was taken and the motion carried.
Water: 1. Rose Wirtz had an issue with noise when she turned on her water.  She called the water company and it was something with the meter, so if there is a problem with the water call the water company first.
     Duane Cerra made a motion to accept the water report.  Second: Judy Conway.
         A vote was taken and the motion carried.
Correspondence:
               1. No Correspondence
  Rose Wirtz made the motion to accept the correspondence. 2nd: Bob Dugan
  A vote was taken and the motion carried.

  Old Business:
1.Ed Conway found that the bridge on Kline Avenue is on the PennDot website stating that
bridge is structurally deficient. The gas tax is going up in January.  Council should write letters to PennDot. 
2.Rose Wirtz said that letters should go to the Railroad about the crossings in town.  They should also be sent to the State Representative And Mr. Hartzell of PennDot.

New Business:

1. There wasn’t any new business.

A vote was taken and the motion carried.

Public comment (if any):
1.Mr. Charles Cahall complained that all that is said at the meetings is not in the minutes. He said everything that is said should be put in there because that is why people come to the meetings for.  He doesn’t feel that the secretary is doing them correctly.
2.Mr. Cahall has put in a right of know request for minutes and financial reports that council gets every meeting.  He was told getting the financials will take a little while.
3. He wanted to ask questions about it and Ed Conway read him the law of right to know.  He can request , but he cannot ask questions about it.
4.Mr. Mike Foley asked council about the changes that he needs to make with the sewer line and was told that the drawings have not been received yet. Baker’s approval is needed.
5.Mr. Foley said that he had bought the Cartwright property across from his house on Kline Avenue. He would like to cut the bank at the curve back for safety reasons.  To make it easier to see coming around the curve. Council agreed it would be much safer. It was suggested that he contact PennDot. Mike said he would.
6.Mr. Foley said cutting that back it would also divert the water that was running on to the church property and damaging it’s foundation. The motion was made by Al Wirtz to permit Mr. Foley to cut the curve back. Second: Judy Conway.

With no further business to discuss Judy Conway made a motion to adjourn. Second: Robert Dugan.
A vote was taken and the motion carried.
