Members Present: Duane Cerra (10 meetings 2013), Edward Conway (11 meetings 2013), Rose Wirtz (9 meetings 2013), Al Wirtz ( 11 meetings 2013), Robert Dugan ( 11 meetings 2013), Judy Conway ( 7 meetings 2013), Mike Brandl( 10 meetings 2013), and Edward Aschley (7 meetings 2013).

Members Not Present: Ed Aschley
Visitors: Solicitor Smith, Mike Foley, Sherry Christy, & Curt Huffman.
Meeting was called to order by Duane Cerra, President at 7:00 pm and a roll call was done.
The Pledge of allegiance was recited. Everyone was reminded that the meeting was being recorded.
Meeting minutes for the previous meeting were reviewed and changes, if any, were noted.
Motion to accept the minutes: Al Wirtz Second: Robert Dugan.
A vote was taken and the motion carried.
Bills paid after last meeting and bills to be paid.
Robert Dugan made the motion to accept the bills paid after last meeting and the bills to be paid . Second: Judy Conway. A vote was taken and the motion carried.
Revenues from previous month. Al Wirtz made the motion to accept the revenues. Second: Judy Conway.
A vote was taken and the motion carried.
Borough foreman’s report:
1. Robert Feil said the hot water and sink are not installed yet.
2. Ed Conway reported to council that the new salt shed should be built by the end of November.
Al Wirtz motion to accept Foreman's report. 2nd: Robert Dugan.
A vote was taken and the motion carried.
Committee Reports:
Police: Everyone received a copy of the police report.
1. Officer Kopas attended Active Shooter training at the high school. He also attended Victim
Response Training at the Butler Community College. Both training sessions were provided
free through Federal and County Grants.
2. Chief Watts spent time in the office, District court, and on patrol with Officer Aschley.
The Chief feels he will be a great addition to the department.
3. The Chief also stated that Officer Kopas is doing an excellent job. His performance,
especially his professional, yet common sense policing is exactly what I want. The Chief has
received nothing, but good reports of other Police Departments and District Court.
Al Wirtz made the motion to accept the police report. Second: Judy Conway.
A vote was taken and the motion carried.
Sewer: 1. Council discussed what rates will be using the rate quote for Evans City Water & Sewer
Authority. Using their numbers we should be charging $25.00 maintenance fee & $75.00
for Evans City. This rate should start January 1, 2014. Council also discussed sending
a letter to the residents explaining what has been done and what might have to be done.
Rose Wirtz made a motion that the letter be sent with the December bill.
Second: Robert Dugan. A vote was taken and the motion carried.
Al Wirtz made a motion to accept the sewer report. Second: Mike Brandl.
A vote was taken and the motion carried.
Zoning: 1. Leyne Lokhaiser reported that he sent letters to : McIntrye about the fence for the dog,
Herb Brown about the floodplain issues, and checked the Hershey property on Main Street.
2. He met with the Solicitor about the Foley project.
Judy Conway made a motion to accept the zoning report. Second: Robert Dugan
A vote was taken and the motion carried.
Water: 1. No report.
Al Wirtz made a motion to accept the water report. Second: Judy Conway.
A vote was taken and the motion carried.
Correspondence:
1. No Correspondence
Rose Wirtz made the motion to accept the correspondence. 2nd: Bob Dugan
A vote was taken and the motion carried.
Old Business:
Al Wirtz made a motion to accept the old business report. Second: Mike Brandl.
A vote was taken and the motion carried.
New Business:
1. Ed Conway told council that the firemen's compensation was over $14,000.00 for the year.
Curt Huffman and Sherry Christy said that they were not aware that the borough was
paying the full amount of the compensation all these years. They said that Adams Township
should pay a portion of it. Ed Conway made a motion to call Adams Township and send them
a letter asking if they would pay for part of it. Second: Al Wirtz
A vote was taken and the motion carried. Everyone thanked Curt & Sherry for coming to
the meeting.
2. Rose Wirtz made the motion to approve advertising the budget which will be adopted at
the December meeting. Second: Judy Conway. A vote was taken and the motion carried.
Al Wirtz made a motion to accept the old business report. Second: Mike Brandl.
A vote was taken and the motion carried.
Public comment ( if any):
1. Mike Foley wanted to know if there was anything more he needed to do before the December
meeting. Mr. Foley explained that after going over the plans for his Center Street property he
discover that there is enough room for him to building 5 buildings in all plus building the commercial
building on Mars-Evans City Road. He has paid for the 2 taps that the borough is allowed by
Evans City each year and gave the secretary a letter stating that he would like the 2 that is
allotted for 2014.
With no further business to discuss Mike Brandl made a motion to adjourn. Second: Judy Conway..
A vote was taken and the motion carried.
The meeting concluded at 9:15 pm.
