Members Present: Duane Cerra (7 meetings 2013), Edward Conway (8 meetings 2013), Rose Wirtz (6 meetings 2013), Al Wirtz ( 8 meetings 2013), Robert Dugan ( 8 meetings 2013), Judy Conway ( 4 meetings 2013), Mike Brandl( 8 meetings 2013), and Edward Aschley ( 6 meetings 2013).

Members Not Present: Rose Wirtz, Mike Brandl, & Ed Aschley

Visitors: Solicitor Smith, Mike Foley, Vivian Caruso, & Charles E. Cahall.

Meeting was called to order by Duane Cerra, President at 7:00 pm and a roll call was done.
The Pledge of allegiance was recited.  Everyone was reminded that the meeting was being recorded.
Meeting minutes for the previous meeting were reviewed and changes, if any, were noted.
Motion to accept the minutes: Al Wirtz  Second: Judy Conway.
A vote was taken and the motion carried.

Bills paid after last meeting and bills to be paid.
Robert Dugan made the motion to accept the bills paid after last meeting and the bills to be paid . Second: Judy Conway. A vote was taken and the motion carried.

Borough foreman’s report:
1. The mower needs serviced. Gary Kalkbrenner will be called to see if he would service it.
2. Robert Fiel will check the catch basin at Euclid Street.
3. Ed Conway approached council about getting bids on a new salt shed.  He was told we need 3 bids,
   written or phone. Judy Conway made a motion to permit Ed to get bids on the salt shed.
   Second: Bob Dugan. A vote was taken and the motion carried.
Al Wirtz motion to accept Foreman's report. 2nd: Judy Conway.
A vote was taken and the motion carried.

Committee Reports:

Police: Everyone received a copy of the police report.
        1. Officer Kopas has detailed the car and it looks good.
        2. The oil was changed in the car.
        3. Nick Aschley's number has come in, so he is ready to start.  He is going to need a uniform
           and Dave was told to take the money out of savings.
           Al Wirtz made the motion to pay for it out of the savings. Second: Judy Conway.
           A vote was taken and the motion carried.

   A vote was taken and the motion carried.
Sewer: 1. A bill was received from Evans City Water & Sewer Authority again this month and the rate
             has doubled.
       2. It was discussed as to whether sewer rate should be raise in Callery. Council decided to wait
           until AUS does the rate study, so council would know what to charge.    
          Judy Conway made a motion to accept the sewer report. Second: Bob Dugan.
           A vote was taken and the motion carried.
Zoning: 1. The zoning officer reported that there would be letters going out to: Mary McIntrye on
               the fence for her dog, and Herb Brown for dumping in the flood plain.
           2. A letter was sent to REV Management about the sidewalk that needed to be installed.
            Council received a letter back stating when the neighbors are made to repair their
             sidewalks then they will install theirs.
        Bob Dugan made a motion to accept the zoning report. Second: Judy Conway.
             A vote was taken and the motion carried.
Water: 1. No report.
                Al Wirtz made a motion to accept the water report.  Second: Bob Dugan.
          A vote was taken and the motion carried.

Correspondence:
               1.

  Old Business:        
                 1. The Solicitor told council that an ordinance needs to be adopted to join Adams Township     
                     building code board of appeals.  Solicitor Smith asked the secretary to contact
                     Adams Township and inform them that council is advertising and adopting an ordinance.
                     Al Wirtz made the motion to have the solicitor proceed with the ordinance.
         Second: Judy Conway. A vote was taken and the motion carried.

A vote was taken and the motion carried.

New Business:
  1. Ed and Bob attended the meeting on Blighted Housing.  Ed explained what needs to be done
     to qualify .  He is meeting with a representative to see who might qualify .
  2. Halloween will be October 31st from 6 to 7.
  3. Budget Meeting is Wednesday, October 30th @ 7:30 pm.
  4. Jim Wahl purchased lateral file cabinets for the secretary's office for $150.  Ed Conway
      made the motion to pay Jim for the file cabinets. Second: Bob Dugan.
     A vote was taken and the motion carried.

Public comment ( if any):

1. Vivian Caruso explained the findings of the 2012 Audit.
2. Chuck Cahall asked about the new tax collector. He was told that Ronda Miller from Forward Township
  will collect the school tax and Diane Marburger from the county treasurer's office will collect the
  county & borough taxes.
a. He mention that last month he asked about the sign foundation at the Foley property on
   Center Street.
   He wanted to know if it had been approved and if he had a permit. He was told it was approved
   by engineers and the state. He was also told that Mr. Foley doesn't do anything without a permit.
   Mr. Cahall feels that sign is a safety hazard. The trees were cut back to help seeing down
   Mars Evans City Road. The state had even come into check it and said it was fine.  Mr. Cahall
   wants to see the permits for the Foley properties. He was told he had to fill out a right to know form.
3. Mike Foley present council with drawings of what he intends to do at the Mars Evans City Road
   property. He needs to rezone it from residential to commercial. Judy Conway made the motion to
   have the solicitor prepare and publish the rezoning of that parcel. Second: Bob Dugan
   A vote was taken and the motion carried.

With no further business to discuss Judy Conway made a motion to adjourn. Second: Bob Dugan.

The meeting concluded at 10:00 pm.
