ARTICLE I
Speed Limits

§ 88-1. Speed limit established.

From and after the effective date of this article, it shall be unlawful to operate any vehicle, motor-driven or otherwise, upon the streets, alleys or ways of the Borough at a speed in excess of 25 miles per hour.

§ 88-2. Signage.

Proper signs designating said speed limitations shall be placed at conspicuous points and in view of the traffic along the streets, alleys and ways of said Borough.!

§ 88-3. Violations and penalties.

Any person violating any of the provisions of this article shall be subject to such fine, costs and imprisonment as shall be set forth in the Pennsylvania Motor Vehicle Code for such offense.

Parking and Storage of Commercial
and Nonmotorized Vehicles

§ 88-4. Prohibited acts; exceptions.2

For the protection of the traveling public and to permit an orderly and safe flow of vehicular traffic, it shall be unlawful for any person, firm or corporation to park or store any truck, bus or nonmotorized vehicle upon any of the streets, alleys or ways within the Borough of Callery. This section not to apply, however to any commercial truck or bus which is momentarily parked for the purpose of carrying out the immediate business for which said truck or bus is at that moment engaged.

§ 88-5. Violations and penalties.

Any person, finn or corporation violating the provisions of this article shall be liable to a fine of $10 for each and every offense, the same to be for the use of the Borough and to be collected as like fines and penalties are now by law collectible.

General Stopping, Standing
and Parking Restrictions

§ 88-6. Sidewalks.

No person shall drive upon, stop or stand or park a vehicle, motor-driven or otherwise, upon any sidewalk, paved or otherwise, within the Borough of Callery.

§ 88-7. Proximity to fire station.
No person shall stop, stand or park any said vehicle within 30 feet of the driveway entrance of the fire station.

§ 88-8. Parallel parking.

No operator shall stop, stand or park any said vehicle on any street, alley or way in the Borough of Callery other than parallel with the edge of the street, alley or way, and only headed in the direction of legal travel or traffic.

§ 88-9. Narrow streets.

No operator shall stop, stand or park any said vehicle at any time on an alley in said Borough having a width of less than 16 feet.

§ 88-10. Double parking.

No operator of any said vehicle shall double park the same upon any street, alley or way, except that commercial vehicles may momentarily double park, if necessary, for immediate loading and unloading.

§ 88-11. Obstructing traffic.

No operator of any said vehicle shall park or permit it to stand, whether attended or unattended, upon any street, alley or way, where such stopped or parked vehicle would prevent the free flow of traffic, nor shall any said vehicle park or stop so as to block any private entrance or driveway.

§ 88-12. Dismantling vehicles; disabled vehicles.3

No person shall, at any time, use the street alleys or ways for the purpose of assembling or dismantling or disassembling any vehicle, nor shall any person park a vehicle which is disabled or not capable of being legally operated on any street, alleys or ways for a period of more than 24 hours.

§ 88-13. Continuous storage and parking.

A. No person, firm or corporation shall use the streets, ways or alleys within the Borough, where parking is pennitted, for the continuous storage and parking of vehicles of any nature, type or make, which are used in his, hers, its, or their business or pleasure, or in any manner a part or incidental to or in furtherance of said business.

B. The words "continuous storage and parking" as used in Subsection A hereof, shall mean a period longer than 24 successive hours; further, that the moving of a vehicle from one place in a street or alley to another place on said street or alley to avoid the twenty-fourhour limitations shall be construed to be an unlawful evasion of said limitation.

§ 88-14. Violations and penalties.

Any person, firm or corporation violating the provisions of §§ 88-6, 88-7 and 88-12 hereof shall be liable to a fine of $10 for each offense; or violating §§ 88-8, 88-9 and 88-10 hereof shall be liable to a fine of $5 for each offense; or violating § 88-13 shall be liable to a fine of $15 for each offense, all of said fines to be for the use of the Borough and to be collected as like fines and penalties are now by law collectible, and in default of payment thereof upon summary conviction, shall undergo imprisonment for a period not exceeding two days.

ARTICLE IV
Parking Prohibited

§ 88-15. Parking prohibited in specified places.

No person shall park a vehicle or pennit it to stand, whether attended or unattended, upon a highway or in any of the following places:

A. Within an intersection.

B. On a crosswalk.

C. Between a safety zone and the adjacent curb, or within 30 feet of points on the curb immediately opposite the ends of a safety zone, unless Borough officials shall indicate a different length by signs or markings.

D. Within 25 feet from the intersection of curb lines, or, if none, then within 15 feet of the intersection of property lines at an intersection of highways.

E. Within 30 feet upon the approach to any official flashing signal" or traffic signal located at the side of the roadway.

F. Within 15 feet of the driveway entrance to any fire station.

G. Within 15 feet of a fire hydrant.

H. On a sidewalk.

1. In front of a private driveway, or alongside any street or highway excavation or obstruction, nor opposite the same, unless a clear and unobstructed width of not less than 20 feet upon the main traveled portion of the said street or highway shall be left free for passage of other vehicles thereon.

J. On the roadway side of any vehicle stopped or parked at the curb or edge of the highway.

K. At any place where official signs have been erected prohibiting standing and parking.

L. Within 50 of the nearest rail of a steam or interurban railway crossing.

M. Where such stopped or parked vehicle would prevent the free movement of a streetcar.

N. Except when necessary in obedience to traffic regulations or traffic signs or signals or where angle parking is permitted, the operator of a vehicle shall not stop, stand, or park such vehicle on the highway within a business or residence district other than parallel with the edge of the highway, headed in the direction of traffic, and with the curb side of the vehicle within six inches of the edge of the highway or curb. Vehicles which because of type or construction cannot load or unload parallel to the curb shall be exempt, while loading or unloading only, from the requirements of standing parallel to the curb.

O. Except for disabled vehicles on a medial or dividing strip or plot separating divided highways, which disabled vehicles may remain there for a period of 36 hours, after which said vehicle shall be deemed to have been abandoned and peace officers shall have authority to remove it and place it in storage.

P. A further exception shall be made when a person operating a motor vehicle bearing plates issued to a handicapped person as prescribed in Section 501.1 of the Motor Vehicle Code4 and which motor vehicle is being operated by or for the benefit of such handicapped person shall be relieved of any liability with respect to parking for a period of 90 minutes in excess of the legal parking period permitted by Borough authorities except where Borough ordinances or police regulations prohibit parking on any highway for the purpose of creating a fire lane or where said ordinances or police regulations provide for the accommodation of heavy traffic during morning, afternoon or evening hours or where such a motor vehicle is parked in such a manner as to clearly be a traffic hazard.

§ 88-16. Violations and penalties.

Any person violating any of the provisions of this article shall, upon summary conVIctIon before a District Justice, be sentenced to pay a fine of not less than $2 nor more than $10 and costs of prosecution and, in default of the payment thereof, shall undergo imprisonment for not more than five days.

§ 88-17. Additional regulations by resolution.

The Borough Council of the Borough of Callery may create, expand, or delete "No Parking Areas" by resolution and cause official signs to be erected in order to establish areas to be governed by § 88-15 hereof. Such official signs shall comply with the standards of the Secretary of the Pennsylvania Department of Transportation in existence at the time the resolution is enacted, and said signs shall indicate the period of time for which parking is restricted and the nature of such restriction.

§ 88-18. Stop intersections.

The following intersections are hereby established as stop intersections. Every driver of a
vehicle approaching any stop sign shall come to a full stop before entering any such  intersection.

§ 88-19. Violations and penalties.

Any person who shall violate this article, upon conviction, shall be guilty of a summary offense and shall be sentenced to pay a fine of $25, along with any other fines, costs or penalties mandated by the Commonwealth of Pennsylvania, and the costs of prosecution.
