Members Present: Edward Aschley (2 meetings 2014), Mike Brandl (4 meetings 2014),
    Duane Cerra (4 meetings 2014), Edward Conway (4 meetings 2014), Judy Conway ( 3 meetings 2014), Robert Dugan (4 meetings 2014), Al Wirtz ( 4 meetings 2014), and Rose Wirtz ( 3 meetings 2014).

Members Not Present:
Visitors: Solicitor Smith, Rocco Magrino, and Mike Foley.

Meeting was called to order by Edward Conway, President at 7:00 pm and a roll call was done.
The Pledge of allegiance was recited.  Everyone was reminded that the meeting was being recorded.
Meeting minutes for the previous meeting were reviewed and changes, if any, were noted.
Motion to accept the minutes: Rose Wirtz  Second: Duane Cerra.
A vote was taken and the motion carried.

Bills paid after last meeting and bills to be paid.
Duane Cerra made the motion to accept the bills paid after last meeting and the bills to be paid. Second: Rose Wirtz. A vote was taken and the motion carried.
Revenues from previous month. Rose Wirtz made the motion to accept the revenues. Second: Robert Dugan.
A vote was taken and the motion carried.

Borough foreman’s report:
1.The salt bin is done and Robert would like to install some poles so the back doesn’t get damaged.
2.Robert told council he has purchased the drill that was previously approved by council.
3.The old salt bin will be gone in the next 2 weeks.
4.Nathan Beers will buy the 15” pipe for his driveway.
5.Robert said there are 2 catch basins that need repaired:  In front of the fire hall and in front of the Wirtz home.
6.Duane Cerra said that Golden will be into sweep the streets and clean out the catch basins the last of April or the 1st of May.
Al Wirtz made a motion to accept the foreman's report. Second: Judy Conway.
A vote was taken and the motion carried.

Committee Reports:

Police: There were no printed reports because of computer problems in the Police office and the
          Secretary’s office.
1.Chief Watts told Council that the cost of the computer is $1,000.  Officer Mazzantti from Evans
City Police came and setup the computer and down loaded all the software that was needed.
He also installed a wireless router, there were too many routers hooked up and were causing the computers to run slow.
2.Rose Wirtz made a motion to pay Officer Mazzantti $700 for his work and David Watts (son of Chief) $500 for servicing the computers for 2014. Second: Judy Conway.
A vote was taken and the motion carried.
Chief Watts is looking for someone to be an IT person for us in the future
            Mike Brandl made the motion to accept the police report. Second: Duane Cerra
   A vote was taken and the motion carried.
Streets: 1.  Alice recommended to council that instead of taking the $3000 out of the general fund
                for the shed also take that amount out of the equipment savings account that leaves
                that money for streets. Rose Wirtz made the motion to take the money from the savings
                and not the general fund to pay for the shed. Second: Duane Cerra.
                   A vote was taken and the motion carried.
2.Ed Conway told Council the salt, anti-skid and wages for snow removal were all over budget.
3.Council discussed what road to double seal this year.  One street was Elgin. Ed Conway will call Richard Knapko to come in and take a look at the streets. Ed will get prices for double sealing.
4.   Dick Knapko called Ed Conway and said that PennDot owns the road in front of Al Fills and the Pizza shop.

          Duane Cerra made the motion to accept the street report. Second: Robert Dugan.
           A vote was taken and the motion carried.
Sewer: At 8:50 pm council went into executive session.
         At 9:05 Council came out of executive session.
       Mike Brandl made a motion to accept the sewer report. Second: Robert Dugan.
           A vote was taken and the motion carried.
Zoning:   1. Ed Conway told council that there are 17 non licensed cars in town. The Zoning Officer Patrick
                Gauselmann will work with the police to correct the situation.
2.Patrick will also check on the progress of Ronald Cahall removing his building.
           Rose Wirtz made a motion to accept the zoning report. Second: Al Wirtz.
             A vote was taken and the motion carried.
Water: 1. Ed Conway said we need to meet with Matthew Cranmer about the agreement to shut off the water of people who are delinquent in their sewer bills.
    Mike Brandl made a motion to accept the water report.  Second: Robert Dugan.
          A vote was taken and the motion carried.
Correspondence:
               1. No Correspondence
  Rose Wirtz made the motion to accept the correspondence. 2nd: Bob Dugan
  A vote was taken and the motion carried.

  Old Business:                    
1.Ed Conway has bids on clean the floor. Rose Wirtz made the motion to hire W.E.W Restorations.
Second: Robert Dugan. A vote was taken and the motion carried.
2. Alice Wahl got a quote for mats for inside and outside of the building.  They would change them
    once a month. Rose Wirtz made a motion to contract with Cintas for 1 year. Second: Duane Cerra.
   A vote was taken and the motion carried.
Duane Cerra made a motion to accept the old business report. Second: Robert Dugan.
A vote was taken and the motion carried.

New Business:

1.Ed Conway called the electric company to see why the bill for the garage was so high.
He was told that the supplier we have is charging too much. The buildings are with Pennsylvania Gas &
Electric and the street lights are with Liberty Power Holdings. Alice said it will cost to disconnect from Liberty.
Duane Cerra made a motion that if it cost $100 to go ahead and cancel it.  Second: Mike Brandl
A vote was taken and the motion carried.

Public comment (if any):
1.Rocco Magrino said there were 3 items that need attention for the Foley property:
a.Parking for 125 cars.
b.That Callery maintain the sewer lines on the property.
c.The sub-division plans.
Duane Cerra made the motion to verbal approve the sub-division plan & land development.
Second: Judy Conway. A vote was taken and the motion carried.

2.Jim Culler’s approval letter will represent the grading permit.
3.Council is still waiting on the bond for the building.
4.As for the sewer lines being public council will take it under advisement.

A vote was taken and the motion carried.

With no further business to discuss Judy Conway made a motion to adjourn. Second: Rose Wirtz.

The meeting concluded at 9:15 pm.
