Members Present: Edward Aschley (1 meetings 2014), Mike Brandl( 3 meetings 2014),
    Duane Cerra (3 meetings 2014), Edward Conway (3 meetings 2014), Judy Conway ( 2 meetings 2014), Robert Dugan ( 3 meetings 2014), Al Wirtz ( 3 meetings 2014), and Rose Wirtz ( 2 meetings 2014).

Members Not Present: Judy Conway and Edward Aschley.
Visitors: Solicitor Smith, Jim Culler, Rocco Magrino, Mike Foley, Karen Gianechini, Al Fill, Barb O'Barto, Virginia Valentino, Susie Gallagher, Wesley, Eckenrode, and Donald Lafaber.

Meeting was called to order by Edward Conway, President at 7:00 pm and a roll call was done.
The Pledge of allegiance was recited.  Everyone was reminded that the meeting was being recorded.
Meeting minutes for the previous meeting were reviewed and changes, if any, were noted.
Motion to accept the minutes: Rose Wirtz  Second: Robert Dugan.
A vote was taken and the motion carried.

Bills paid after last meeting and bills to be paid.
Mike Brandl made the motion to accept the bills paid after last meeting and the bills to be paid . Second: Duane Cerra. A vote was taken and the motion carried.
Revenues from previous month. Rose Wirtz made the motion to accept the revenues. Second: Robert Dugan.
A vote was taken and the motion carried.

Borough foreman’s report:
Robert Feil just wanted council to know that the garage door wasn't working, so it had to be repaired.
Al Wirtz made a motion to accept the foreman's report. Second: Mike Brandl.
A vote was taken and the motion carried.

Committee Reports:

Police: Everyone received a copy of the police report.
       1. Chief Watts had nothing more to add.
           Duane Cerra made the motion to accept the police report. Second: Robert Dugan.
   A vote was taken and the motion carried.
Streets: 1.  Duane Cerra is waiting for a call back Golden to set an appointment for April to
                sweep streets.
          Al Wirtz made the motion to accept the street report. Second : Robert Dugan.
           A vote was taken and the motion carried.
Sewer: 1.
       Mike Brandl made a motion to accept the sewer report. Second: Robert Dugan.
           A vote was taken and the motion carried.
Zoning: 1. Ed Conway will talk to the zoning officer about sewer inspections on disconnects.
           Rose Wirtz made a motion to accept the zoning report. Second: Robert Dugan.
             A vote was taken and the motion carried.
Water: 1. Rose Wirtz will get a copy of the agreement with the water company about shutting off the water of people who are delinquent in their sewer bills.
     Rose Wirtz made a motion to accept the water report.  Second: Robert Dugan.
          A vote was taken and the motion carried.
Correspondence:
               1. No Correspondence
  Rose Wirtz made the motion to accept the correspondence. 2nd: Bob Dugan
  A vote was taken and the motion carried.

  Old Business:                    
1. Ed Conway is still getting bids on clean the floor.
2. Alice Wahl got a quote for mats for inside and outside of the building.  They would change them
    once a month.
Duane Cerra  made a motion to accept the old business report. Second: Robert Dugan.
A vote was taken and the motion carried.

New Business:

1. Council discussed Mr. Eckenrode's question of the street crew disconnecting the
   sewer for him.  After a long discussion Council thought he should hire someone to do it for him.


Duane Cerra  made a motion to accept the new business report. Second: Judy Conway.
A vote was taken and the motion carried.

Public comment ( if any):
1. Karen Gianechini was representing residents on Elgin about the sewer increase. They understand
the need for it, but they would like a monthly report on what is being done about the lawsuit. Solicitor
Smith explained that his loyalty is to his clients which is the 8 council people. Right now he is waiting
on Evans City to give him the information that he has requested.
2. Susie Gallagher would like more Town Hall Meetings just so everyone could learn what is going
   on the in borough.
3. Wesley Eckenrode wants to know why he was been billed for his house next door that no one
   lives in.  It was explained to him that any house that has sewer service must pay for sewer.  If
   it is not being used then you pay a monthly fee, which is what he was billed. He said he wanted
   to disconnect from the sewer.  The Solicitor told him it was possible, but it had to be disconnected
   at the tap not the house and would need to be inspected. He wanted to know if the street crew
   would do it ? He was told that Council would have to discuss it.
4. Al Fill would like the street crew to plow the piece of the old Mars-Evans City Road in front
  of his business. He was told it was state property and the borough could not plow it.  He
  said the state told him it was a dead road and they won't plow it. The Solicitor told him then the
  road should belong to the residents along it. Ed Conway said he would contact Richard Knapko
  at Penndot to see what could be done, if anything.
5. Barb O'Barto wanted to share a utility broker with the council that could save the resident money
  on their gas and electric.
6. Mike Foley was in attendance with his engineer to discuss the building he is going to build on
  Center Street. Mr. Foley is building 3 parcels instead of 4. He was requesting approval on it,
  but the engineer brought the wrong drawing.
  He will have the correct one next month. They had some waiver request for the council which included:

1. The interior of the basin from 3H:1V to 5H:1V.
2. No Fence around the basin to make it easier to maintain.
3. Storm sewer System pipe size to a minimum of 15".

Duane Cerra made the motion to permit the waiver requests. Second: Mike Brandl
A vote was taken and the motion carried.
Council told Mr. Foley when he gets the NPDES permit and a grading permit he can start to
grade the property.

With no further business to discuss Rose Wirtz made a motion to adjourn. Second: Robert Dugan.
A vote was taken and the motion carried.
The meeting concluded at 10:50 pm.
