Members Present: Edward Aschley (4 meetings 2014), Mike Brandl (10 meetings 2014),
    Duane Cerra (11 meetings 2014), Edward Conway (11 meetings 2014), Judy Conway (7 meetings 2014), Robert Dugan (11 meetings 2014), Al Wirtz (10 meetings 2014), and Rose Wirtz (9 meetings 2014).

Meeting was called to order by Edward Conway, President at 7:00 pm and a roll call was done.
The Pledge of allegiance was recited.  Everyone was reminded that the meeting was being recorded.
Meeting minutes for the previous meeting were reviewed and changes, if any, were noted.
Motion to accept the minutes: Motion to accept by Duane Cerra, Seconded by Judy Conway
A vote was taken and the motion carried.

Bills paid after last meeting and bills to be paid.
Duane Cerra made the motion to accept the bills paid after last meeting and the bills to be paid. Second: Robert Dugan.  A vote was taken and the motion carried.
Revenues from previous month. Duane Cerra made the motion to accept the revenues. Second: Robert Dugan.
A vote was taken and the motion carried.

Borough foreman’s report: 

Jim Ritz wanted to donated five items for the road crew from his company who had a show in Pittsburgh, the previous week – end.  Although he did want the borough to buy one item at a prohibited cost.  Council declined and thanked Jim for the offer.

Reference to a storm sewer problem throughout the borough was discussed while this may be a very expensive and costly endeavor     a motion was made to accept the report by Robert Dugan and seconded by Judy Conway.

.    Mrs. Vivian Caruso the borough accountant gave a very detailed explanation of the borough finances over the past year 2013 and did ask for any questions and comments on anything we may not have quite understood and will now give us time to digest this information and will send us all copies of everything.

Committee Reports:
Police: Everyone received a copy of the police report.
A.Chief Watts reported going to the mitigation meeting with Michael Baker Engineers at the 911 Center.
B.Chief Watts was very pleased with the citizens and children and everything appeared to go well with the       Halloween night protection and safety of our little ones.
C.Chief Watts and Mayor Aschley will meet with Adams Twp. Over the Emergency management and the        wish that Adams Township would co-work with us due to our size, and people availability.  
D.Callery Police have three (3) current investigations on going that are time consuming and Officer Irvin and     Berg have been assisting in the new forms required by the state.   .                                    
E.Several hours were needed to search, copy, deliver and explain to any person requesting the same.  In          reference to the right to know Act.
Duane Cerra made the motion to accept the police report. Second: Robert Dugan.
   A vote was taken and the motion carried.

Streets:
1.A letter was sent to the DEP about Elgin Lane and is awaiting a response.  We were assured Rep. Daryl Metcalf’s office said Ms. Coleen was in contact with the DEP in Meadville and we were notified that they at this time cannot find a permit for Mr. Ober to install the two pipes under Elgin Lane in the early ninety’s’  We are still waiting for that report from the DEP.

                 A vote was taken and the motion carried.
Sewer:
1. The DEP ‘s Mr. Carl Gross sent a letter saying he is still investigating the Elgin Lane Mistry as to where     any permits are and will come here personally an look at the situation as well as asking to meet with          Mr. Culler our engineering and try to correct the serious situation.
2. This coming Saturday November 15, 2014 the road crew and anyone available will check the piping work     going on in Adams Township that runs parallel to our sewer system. 
3.Gannett-Fleming has been in to check out our companies and a replumbing and metering is going to          have to be done at the cookie factory in the near future so that we can get a more accurate reading of         how much water those two deep well pumps dumb into caller’s sewer system.
Duane Cerra made a motion to accept the sewer report. Second: Mike Brandl.
           A vote was taken and the motion carried.
4. A new sewer rate was discussed for 2015 and it appears at this time that will be tabled depending
  on the court decisions.  Although after two months of uncollected sewer bills the council wants a letter          sent out with water shut off notice attached council feels it has no other options left.
Zoning: Our Zoning Officer Pat Gauselmann informed us that the Gardner Family were very co-operative in 
          Dropping their old picnic shelter and cleaning it up.  He has finished up the O’Barto property and is             now 
          Looking at automobile removal in the borough.
Duane Cerra made a motion to accept the zoning report. Second: Judy Conway. The Vote Carried.

  Water:  In the near future all people will have to connect to the public water.
Robert Dugan made a motion to accept the water report.  Second: Duane Cerra.
         A vote was taken and the motion carried.
Correspondence:

  Old Business:
   
     1. We need to adjust the millage from the fire hydrant tax to the general fund.
      Advertise an ordinance Motion by Al Wirtz and seconded by Judy Conway Motion made and passed.
     2. General Fund Agreement for hydrant tax.
     3. Set sewage rates and table.
     4. Adopt the 2015 budget with tentative agreement to be advertised.
      Rose Marie Wirtz made the motion seconded by Duane Cerra 

New Business:
     1. Council attentively adopted for 2015 Budget.

Duane Cerra made a motion to accept the new business report. Second: Robert Dugan.
A vote was taken and the motion carried.

With no further business to discuss Judy Conway made a motion to adjourn. Second: Robert Dugan
A vote was taken and the motion carried.
The meeting concluded at 8:45 pm.
